A handbook for measuring the progress and outcomes of integrated Coastal and Ocean Management OceanDocs
The handbook aims to contribute to the sustainable development of coastal and marine areas by promoting a more out-come-oriented, accountable and adaptive approach to ICOM. It provides a step-by-step guide to help users in developing, selecting and applying a common set of governance, ecological and socioeconomic indicators to measure, evaluate and report on the progress and outcomes of ICOM interventions. Intended as a generic tool with no prescriptive character, the handbook proposes analytical framework and indicators that from the basis for the customized design of sets of indicators. The handbook also includes results, outcomes and lessons learned from eight pilot case studies conducted in several countries. A network of ICOM experts in these...

This first issue is devoted to the use of indicators for ICAM, and is a direct result of the IOC-DFO-NOAA-CSMP International Workshop on the same topic, organised in May 2002, in Ottawa. Based on a background paper prepared by the Center for the Study of Marine Policy (University of Delaware) in preparation for the workshop, the aim of this Reference Guide is to present a literature review on the use of indicators around the world, from various programmes and projects, at global, regional, national and local scale. The need for indicators and reporting techniques which reflects the performance of coastal management projects and programmes and reveals the complex relationship that exist between coastal ecosystem health and anthropogenic activities,...

The Surface Ocean CO2 NETwork (SOCONET) and atmospheric Marine Boundary Layer (MBL) CO2 measurements from ships and buoys focus on the operational aspects of measurements of CO2 in both the ocean surface and atmospheric MBLs. The goal is to provide accurate pCO(2) data to within 2 micro atmosphere (mu atm) for surface ocean and 0.2 parts per million (ppm) for MBL measurements following rigorous best practices, calibration and intercomparison procedures. Platforms and data will be tracked in near real-time and final quality-controlled data will be provided to the community within a year. The network, involving partners worldwide, will aid in production of important products such as maps of monthly resolved surface ocean CO2 and air-sea CO2 flux...

The main objectives of the survey were the following: • To map the distribution and estimate the abundance of the most commercially important pelagic species in the Namibia-Angola transboundary area (15°50-19°00’), following the survey design utilized in Angolan waters (6 n.mi spacing between transect lines), with special emphasis on the two horse mackerel Cunene horse mackerel (Trachurus trecae) and Cape horse mackerel (Trachurus capensis), sardine “Pilchard” (Sardinops sagax) and other small pelagic species, including anchovy (Engraulis capensis) and round herring (Etrumeus whiteheadi). • To map the distributions and estimate the abundance of the same species in central Namibia south to Dune Point (20°15’ S), following the established survey design with...

Alkenone distributions in the North Atlantic and Nordic sea surface waters ArchiMer
Sicre, Ma; Bard, E; Ezat, U; Rostek, F.
The C(37)-C(39) alkenones were quantified in suspended particulate matter obtained from the surface waters of the North Atlantic, including the Nordic seas, over a temperature range of 4degrees20 C. U(37)(K') values were linearly correlated to temperature over the entire range covered by our data set, i.e., 420 C (U(37)(K') = 0.027T + 0.036, r(2) = 0.97). The compilation of water column data from the Atlantic, Pacific, and Southern Ocean and Mediterranean Sea suggests that the linear model may not be the best function for fitting U(37)(K') and in situ temperature values. It also shows that suspended matter data from warm waters (T >20degreesC) are still needed to constrain the equation of the global curve. High abundances of C(37: 4) were found in the...

In 2018 we celebrated 25 years of development of radar altimetry, and the progress achieved by this methodology in the fields of global and coastal oceanography, hydrology, geodesy and cryospheric sciences. Many symbolic major events have celebrated these developments, e.g., in Venice, Italy, the 15th (2006) and 20th (2012) years of progress and more recently, in 2018, in Ponta Delgada, Portugal, 25 Years of Progress in Radar Altimetry. On this latter occasion it was decided to collect contributions of scientists, engineers and managers involved in the worldwide altimetry community to depict the state of altimetry and propose recommendations for the altimetry of the future. This paper summarizes contributions and recommendations that were collected and...

An eddy-permitting model of the Atlantic circulation: Evaluating open boundary conditions ArchiMer
Treguier, Anne-marie; Barnier, B; De Miranda, A; Molines, J; Grima, N; Imbard, M; Madec, Gerard; Messager, Christophe; Reynaud, Thierry; Michel, Sylvain.
As part of the French CLIPPER project, an eddy permitting model of the Atlantic circulation has been run for 22 years. The domain has open boundaries at Drake passage and at 30 degreesE, from Africa to Antarctica. The simulated mean circulation, as well as the eddy activity, is satisfactory for a 1/3 degrees model resolution, and the meridional heat transport at 30 degreesS is within the range estimated from observations. We use the "mixed" open boundary algorithm of Barnier et al. [1998], which has both a radiation condition and a relaxation to climatology. The climatological boundary forcing strongly constrains the solution in the whole domain. The model heat balance adjusts through the surface (heat flux retroaction term) more than the open boundaries....

An Indian Ocean Observing Strategy: “a partnership of agencies and institutions supporting sustained observations in the indian ocean region.” OceanDocs
Erb, W..
This paper makes a case for the establishment of an Indian Ocean climate and ocean observing system under the umbrella of the Global Ocean Observing System (GOOS). It begins by identifying the importance of the Indian Ocean and the difficulties, which must be overcome to establish cooperation in the region. Other GOOS regional organizations are identified to provide models for organization and this is followed by a suggestion of one appropriate for the Indian Ocean. Finally, background on the Intergovernmental Oceanographic Commission’s (IOC) involvement in Indian Ocean marine science development is given to point out the region’s historical association with the IOC and to provide tangible building blocks for further development. The paper will hopefully...

An Ocean Theme for the IGOS Partnership OceanDocs
The Integrated Global Observing Strategy Partnership (IGOS-P) established, in 1999, a thematic approach to the implementation of the IGOS. Recognising that other themes will emerge, the “Ocean Theme” was chosen to be the “pathfinder” in this approach and an Ocean Theme Team was assembled to formulate guidance. One goal of the Ocean Theme Team is to consider and study the full range of current and planned observations, while identifying potential gaps in future observations that might compromise ocean observational records. This document presents a proposed set of long-term ocean observations and identifies a number of challenges for the improvement of knowledge about both the oceans and observing techniques. The overall strategy is to create an observing...

An overview of IOC current activities in ocean sciences, observations and services OceanDocs
IOC for UNESCO.
The Intergovernmental Oceanographic Commission of UNESCO was founded in 1960 to promote international cooperation and to coordinate programmes in research, services and capacity-building, in order to learn more about the nature and resources of the ocean and coastal areas and to apply that knowledge for the improvement of management, sustainable development, the protection of the marine environment, and the decision-making processes of its Member States. IOC plays a key role as a global broker involving the promotion of science innovation, nurturing programmes, transferring, disseminating and sharing information, data and knowledge, best practices, assessment and scientific services related to Oceanography. This process is done in an inclusive and...
